C |     很多人第一反应是，俄罗斯是不是准备派兵进入伊朗战场，直接和美国碰一碰。实际上，事情没有这么简单。    目前来看，俄罗斯说的是外交调停，不是军事参战，可是在美伊谈判陷入停滞、地区冲突不断扩大的情况下，莫斯科主动把自己摆到中间协调的位置，本身就是一次明显“入局”。    说白了就是，俄罗斯并不是突然冲进战场，而是在争夺另一张牌桌，过去中东很多问题，美国习惯当主导者， 如今俄罗斯希望证明，中东安全不能只有一个声音。        实际上，俄罗斯的动作并不是临时起意。    早在7月5日， 普京与特朗普通话时，就曾表示俄罗斯愿意为中东局势降温提供帮助，希望美国和伊朗能够找到长期解决办法；6月24日， 俄罗斯外长拉夫罗夫也公开表示，莫斯科愿意协助美国和伊朗达成长期协议，并考虑让更多地区国家参与其中。    所以8月24日的表态，更像是俄罗斯把此前的立场进一步公开化，尤其是“结束对伊朗的侵略”这样的措辞，明显带有俄罗斯自己的政治判断。

D | 莫斯科并不接受美国把军事行动单纯包装成防止核扩散，而是更倾向于认为，这背后存在对伊朗主权和地区力量格局的冲击。        至于为什么俄罗斯偏偏在这时候站出来？因为美伊之间的问题，早已经不是简单的核问题。    表面上看，美国和伊朗争的是制裁、核计划、霍尔木兹海峡，但实际上， 背后还牵扯到以色列、黎巴嫩、叙利亚、也门以及整个海湾地区的安全问题，只解决美国和伊朗两个国家，其他方向仍然可能出现新的火花。

E |     看看之前的局势发展，美伊双方曾尝试通过协议降温，但因为霍尔木兹海峡控制权等问题产生分歧，谈判很快陷入困难，到了8月17日，相关谅解备忘录期限结束，双方依旧没有达成最终协议。        而就在谈判僵住的时候，俄罗斯看到了机会，毕竟， 俄罗斯和伊朗关系密切，同时又和沙特、阿联酋、卡塔尔等海湾国家保持联系，相比单纯站在一边，莫斯科更希望塑造一种形象，那就是各方都能找到它沟通。    俄罗斯提出的波斯湾安全构想，也不是一天形成的， 早在2019年俄罗斯就提出建立地区安全机制，希望让伊朗、阿拉伯国家、联合国安理会常任理事国等多方参与。    说到底，俄罗斯想争的不只是替伊朗说一句话，而是提高自己在中东问题上的存在感。

F |         当然，俄罗斯也不是没有顾虑， 现在俄罗斯自身仍然面临乌克兰方向的压力，如果因为伊朗问题直接和美国发生军事冲突，风险会迅速扩大，相比派兵参战，外交周旋成本更低，却能获得更多影响力。

G |     能源问题也是关键，中东局势如果持续紧张，油价可能上涨，这对俄罗斯能源收入有一定影响，但如果霍尔木兹海峡长期受阻，全球航运、能源市场甚至经济环境都会受到冲击，俄罗斯需要的是可控的局势，而不是完全失控的混乱。    

     所以，莫斯科的算盘很清楚：一方面，它要支持伊朗，不让美国通过强硬手段彻底改变地区格局；另一方面，它也不希望冲突扩大到无法控制，最终把自己拖进新的大国对抗中去。    

        俄罗斯现在最大的优势，是还能和不同阵营保持联系，它可以提供谈判渠道，可以推动各方坐下来，也可以在核问题和地区安全问题上发挥作用，但外交桌上的话，最终还要看各方愿不愿意让步。    美国未必愿意把主导权交给俄罗斯，以色列对俄罗斯也并非完全信任，而伊朗同样不会轻易接受影响自身安全利益的安排。        更麻烦的是， 美伊之间的互信已经非常低。    特朗普政府一边释放谈判信号，一边继续施压制裁；伊朗一边表示愿意对话，一边也不断释放强硬信号，任何一次新的冲突，都可能让外交努力重新陷入僵局。    所以，这场较量并不是俄罗斯一句话就能解决，但不可否认的是，俄罗斯这次确实改变了局面的参与方式，它没有选择直接开战，而是把自己放到了调停者的位置上。        如今看来，俄罗斯“入局”的核心，不是替伊朗打一场战争，而是争取成为中东危机中无法绕开的谈判方。    如果美国和伊朗继续僵持，那么谁能提供一张让各方坐下来的谈判桌，谁就可能在这场中东较量中获得更多主动权。返回，查看更多。
